For every billing period, there is a minimum consumption fee and a free consumption volume:
- A minimum consumption fee is charged every month, according to the size of the connection.
- For each size of the connection, there is a free volume of consumption. Consumption will be charged only above the free consumption level, at a current rate of MOP4.39 per cubic meter.

Spreading
Spreading is the equal sharing of the difference in metered consumption between the Principal meter (PM) and the sum of the sub-meters (SMs) of a building. There are several factors accounting for the difference:
- Leakage in the internal main plumbing
- Non-metered consumption
- Storage tanks with defective water level control mechanisms
- Cleaning of roof and sump tanks
In addition to the meter rental and metered consumption, some customers pay the spreading if the difference between the metered consumptions of the PM and SMs is greater than two percent (>2%) of the principal meter consumption. However, in the case where residents have an agreement with the property management company to pay the difference, (and they do pay) the difference will not be spread.
We charge based on the total amount of water supplied to a building as measured by the principal meter, regardless of whether it is used through sub-metered outlets or lost due to leak or illegal use inside a building. Customers should pay close attention to avoid such losses.
New Meter Connection / Reconnection and Disconnection fees
New Meter Connection :
Starting from April 1st 2003, Macao Water has implemented “The New Meter Installation Policy for New Buildings”. For all applications of construction work submitted to the D.S.S.O.P.T. after April 1st 2003, developers are not required to install Sub-meters for all individual flats of any newly constructed high-rise and low-rise buildings. However, developers are required to install (wherever applicable) Check Meters for the direct supply system, Principal Meters for the indirect supply system and Fire Service Meters for the internal fire service system. Macao Water will install meters for the rest of the individual flats at a later stage per request by the new flat owners after they have bought the flats and submitted the application of meter installation.
Installation fee for New Meter Connection:
15-40mm: MOP260
50-200mm: MOP500
Reconnection and Disconnection:
A fee will be charged to reconnect a meter. For meter reconnection, the fee is higher if the disconnection was due to non-payment rather than requested by the customer. Upon disconnection of a meter, a fee will also be charged to the customer to cover the cost of the manual intervention. This fee is higher if the disconnection is due to non-payment than if the customer requests the disconnection.

Exceptional charges
In addition to the above charges, exceptional charges may appear on the bill:
- Penalties in case of illegal consumption or connection.
- Penalties if the company material has been impaired.
- Late charge
- Refund in case of billing error.
- Other exceptional cases.
